Sudan: UN Security Council Sanctions RSF Procurement Chief and Three Foreign Nationals

The United Nations Security Council has imposed sanctions on four individuals linked to the conflict in Sudan,including a senior official of the Rapid Support Forces (RSF),on April 28,2026.

The 1591 Sanctions Committee designated Al-Goney Hamdan Dagalo,procurement director of the RSF and brother to its leader,subjecting him to asset freezes and a travel ban. He is reportedly based in Dubai.

Also sanctioned are three Colombian nationals—Alvaro Andres Quijano Becerra,Claudia Viviana Oliveros Forero and Mateo Andres Duque Botero—linked to the International Services Agency (A4SI).

The Committee,established in 2005 to address violence in Darfur,enforces measures including arms embargoes,asset freezes and travel bans. The latest designations mark a renewed effort to target individuals accused of fuelling the war that began in April 2023.

The sanctions are part of broader international attempts to disrupt financing channels for armed groups and support efforts towards a political resolution to the ongoing conflict.
