Libyan Presidency Council forms committees to tackle security, human rights amid rising tensions

The UN Support Mission in Libya (UNSMIL) has welcomed over the week-end the Libyan Presidency Council’s recent decision to establish two Committees aimed at addressing escalating security issues and human rights violations following violent clashes in Tripoli.

One committee is tasked with enhancing security and military arrangements to clear armed groups from the capital,enabling regular forces to restore order. The other committee will focus on investigating human rights conditions within detention facilities,particularly concerning arbitrary detentions and unlawful arrests.

This move comes in response to intense fighting in mid-May between the Stability Support Apparatus (SSA) and the 444 Brigade,a militia loyal to Prime Minister Abdul-Hamid Dbeibah,triggered by the killing of an SSA commander. The violence underscored Libya’s fragile security environment,where various armed factions continue to operate independently,complicating efforts by the government to assert control and protect civilians.

Since the fall of Muammar Gaddafi’s regime in 2011,Libya has faced persistent political divisions and insecurity. The newly formed committees aim to strengthen security arrangements in Tripoli and improve oversight of detention centers,reflecting the Presidency Council’s attempt to restore stability and uphold human rights amid ongoing challenges.
